Sony to stop paying theaters for 3-D glasses (AP)

LOS ANGELES ? Sony Corp.'s movie studio has put theater owners on notice that it will stop paying millions of dollars per film for disposable 3-D glasses starting next May, just before it is to release a couple of summer blockbusters ? "The Amazing Spider-Man" and "Men in Black III" ? in 3-D.

The move was announced in a letter sent to theater owners, according to a person with the studio. The person was not authorized to speak publicly and requested anonymity.

The abrupt policy change comes as studios are struggling to adapt their business to falling DVD sales, while digital sales have not made up the difference.

Moviegoers, who already pay an additional couple dollars or more for 3-D movie tickets, could be annoyed if they are burdened with a new expense amid high unemployment and a weak economy.

Sony's move was first reported by The Hollywood Reporter earlier Tuesday.

Sony's worldwide president of distribution, Rory Bruer, told the magazine that the studio was trying to give theater owners a long lead time before the move goes into effect.

It is unclear who will pay for the glasses: theater owners, who are financing the billions of dollars necessary to equip theaters with 3-D and digital equipment; advertisers; or even by consumers who might have to buy 3-D glasses and keep them for their next visit.

Spokespeople for major theater chains Regal Entertainment Group and AMC Entertainment Inc. did not immediately respond for a request for comment. John Fithian, president of the National Association of Theatre Owners, also did not respond to a message seeking comment.

At least one rival studio said it is not jumping on the bandwagon.

Warner Bros., a unit of Time Warner Inc., said it was keeping its current system in place for now, although it wouldn't specify what its deals were with theater companies.

"The glasses issues are complicated and they vary from studio to studio," said Warner Bros.' head of domestic distribution, Dan Fellman. "We certainly will do what's right for us. Right now, we really don't have any plans to change the way we do business."

Average ticket prices in the U.S. and Canada rose 6 percent to $7.89 in 2010, according to Hollywood.com, but the price in major cities like New York and Los Angeles can easily double that. Last year, some New York theatergoers saw red when it appeared that several theaters flirted with a $20 ticket price for "Shrek Forever After" in 3-D, before dropping prices.

Overall U.S. box office revenue in 2010 was only kept from falling due to higher prices helped by 3-D upcharges as attendance fell. So far this year, attendance is down nearly 6 percent and revenue is down nearly 4 percent at $7.8 billion.

They say all roads lead to Rome. Unfortunately that ain?t all that roads lead to. A new study shows that roads can promote the spread of antibiotic-resistant bacteria. The finding appears in the Journal of the Royal Society Interface. If you?ve ever taken antibiotics to get rid of an infection, you know it?s important to complete the course of treatment?to limit the possibility that a resistant strain will arise. But that?s just you, personally. How can we contain the spread of drug-resistant superbugs throughout the population? One way is to restrict bacterial traffic.

Scientists studied the emergence of antibiotic resistance in an isolated area of northern Ecuador. And they found that five years after a new road was constructed, the villages closest to that road saw a rise in resistance to ampicillin and sulphamethoxazole?nearly double that found in more remote regions. Seems the motorway makes it easier for resistant microbes to migrate from person to person, and to immigrate in from out-of-town.

So to stay safe on the highway, remember: wear your seatbelt. And wash your hands.

BILLINGS, Mont. (AP) ? The Obama administration is taking steps to extend new federal protections to a list of imperiled animals and plants that reads like a manifest for Noah's Ark ? from the melodic golden-winged warbler and slow-moving gopher tortoise, to the slimy American eel and tiny Texas kangaroo rat.

Compelled by a pair of recent legal settlements, the effort in part targets species that have been mired in bureaucratic limbo even as they inch toward potential extinction.

With a Friday deadline to act on more than 700 pending cases, the U.S. Fish and Wildlife Service already has issued decisions advancing more than 500 species toward potential new protections under the Endangered Species Act.

Observers said the agency's actions mark a breakthrough for a program long criticized by conservatives and liberals alike as cumbersome and slow.

"Here at a single glance, you see the sweep of the Endangered Species Act," said Patrick Parenteau, an environmental law professor at the University of Vermont. "They are moving through this large backlog at a fairly crisp clip now. This is the largest number of listing actions we've seen in a very long time, in decades."

Also among species that advanced for further consideration are 35 snails from Nevada's Great Basin, 82 crawfish from the Southeast, 99 Hawaiian plants and a motley cast of butterflies, birds, fish, beetles, frogs, lizards, mussels and more from every corner of the country.

Some have languished for decades on a "candidate list" of species the government says warrant protection but that it lacks the resources to help.

The flurry of recent action could help revive Obama's standing among wildlife advocates upset over the administration's support for taking gray wolves off the endangered list in the Northern Rockies and Upper Great Lakes, among other issues.

But it also comes amid a backlash in Congress against the 37-year-old endangered species program. Earlier this year, citing restrictions against development and other activities, Republicans unsuccessfully sought to strip the federal budget of money to list new species as threatened or endangered.

Most of the decisions made under the current settlements are preliminary. So far only 12 new animals and plants have reached the final step and been added to the almost 1,400 species on the government's threatened and endangered list. Also, not every species made the cut to take the next step. Roughly 40 rejections have been meted out, including for plains bison, the giant Palouse earthworm of Idaho and Utah's Gila monster. Those rejections are subject to court challenges.

Friday's deadline was established in a pair of settlements approved by U.S. District Judge Emmett Sullivan on Sept. 9. Those deals resolved multiple lawsuits brought against the Fish and Wildlife Service by two environmental groups, Arizona-based Center for Biological Diversity and New Mexico-based WildEarth Guardians.

WildEarth Guardians' Mark Salvo said the agency's actions so far lend credence to claims that the affected species were in serious trouble.

"The science supports protecting these species," he said. "They were obviously in peril, and our agreement with the agency was intended to allow it finally address these listings."

Fish and Wildlife Service director Dan Ashe praised the deal and referred to the Endangered Species Act as a "critical safety net for America's imperiled fish, wildlife and plants" in a statement provided by his office.

Agency spokeswoman Vanessa Kauffman said much of the work to comply with the settlements was well under way before the deals were finalized. The settlements also contained provisions aimed at limiting the number of petitions that can be filed by the two environmental groups if they want additional animals and plants considered for protections.

Kauffman said that would free up agency staff to spend more time on species recovery.

Noah Greenwald with the Center for Biological Diversity said the Fish and Wildlife Service was making "substantial progress."

"This is what we were looking for ? starting to move species out of the pipeline into listing, and getting more species into the pipeline to get them under consideration," he said.

But U.S. Rep. Mike Simpson, an Idaho Republican who introduced the budget provision stripping the listing program of funding, issued a statement calling the endangered program "outdated." His office said he would continue to oppose it.

"Congress desperately needs to modernize the ESA (Endangered Species Act) to make it work," Simpson said. "Today the ESA is a tool for controlling land and water, not for preserving species."

Simpson's comments reflect the antipathy toward the endangered act from conservatives and business leaders who see it as hampering economic development. Those tensions have surfaced frequently during the act's history, from fights in the 1980s over the spotted owl and logging in the Pacific Northwest to recent clashes over how much undeveloped habitat threatened grizzly bears need to survive.

Parenteau said the government's latest decisions set the stage for future disputes, including in the Southeast where increased demand for limited water supplies could run up against attempts to conserve the habitat of fish, salamanders, turtles and other aquatic creatures eligible for new protections.

Yet, there are ways to avoid such conflicts, said Thomas Lovejoy, with the Heinz Center in Washington, D.C. Lovejoy, former chief biodiversity adviser to the World Bank, said the Fish and Wildlife Service has shown a willingness to be flexible with other protected species.

He pointed to the red-cockaded woodpecker, found in 11 southern and south-central states, and said recovery of the bird benefited from lifting impediments to development in some areas as long as enough habitat was protected elsewhere.

"The first thing that will happen is people will look at this and say, 'Oh my God, the slender salamander, what is that going to do for us? Or Franklin's bumblebee, what is that going to do?'" Lovejoy said. "It's not in every example the government tightens the screws."

Ivory Coast launches reconciliation process

(AP) ? Politicians and Ivory Coast's most famous soccer player are launching a Truth and Reconciliation Commission after months of postelection violence.

At least 3,000 people were killed from December to April, when United Nations airstrikes finally forced the country's entrenched ruler Laurent Gbagbo to cede power to the winner of the poll Alassane Ouattara.

The South African-style Truth and Reconciliation Commission being inaugurated Wednesday is expected to hear grievances from the families of people killed by Gbagbo's military.

It also will hear testimony about those murdered by the rebel fighters Ouattara enlisted to help him take power. Chelsea soccer star Didier Drogba is expected to be one of the members of the commission.

Pennsylvania GOP Plan Would Jolt Electoral College (ContributorNetwork)

COMMENTARY | Pennsylvania Republicans are pushing an electoral college proposal that would split the state's popular vote into proportional shares among the candidate, in proportion rather than winner-take-all. For example, in 2008, Barack Obama with 55 percent would have received 11 Pennsylvania Electoral College votes while John McCain (45 percent) would have reaped 10.

As we might expect, Democrats are blasting the Pennsylvania Electoral College plan as yet another example of Republican pillaging and plundering.

The originator of the Pennsylvania Electoral College plan is state Sen. Dominic Pileggi, the Republican majority leader, who sarcastically scoffs in response. Pileggi says the main protests have come not from Dems but from fellow GOPers who figure they will carry the state in 2012. That's a clever "anyone but Obama" dig at the president.

However, rather than becoming submerged in all of this mumbo jumbo regarding the Pennsylvania electoral college, let's move ahead to the bigger picture.

First, why not scrap the electoral college altogether and rely on the national popular vote?, Back in 2000, we all know who would have won Bush v. Gore in that case, don't we?

For that matter, why not cancel all of these endless individual state primaries and caucuses and straw polls and go to a national direct primary to pick the nominees, both Republican and Democrat?

While we're at it, if we are focused on fairness, let's give more U.S. senators to the larger states. Why should tiny (population-wise) Utah have as many senators as California? Closer to home for Pileggi, why should West Virginia have as many senators as Pennsylvania? Oh, wait, this idea would give Democrats more power. Pileggi and his peers wouldn't want that.

Shouldn't Washington D.C. and Puerto Rico and Guam be granted the full rights of statehood? Pileggi and his fellow Republicans don't support that either. More people of color (a.k.a. Democrats) would be at the polls.

Come to think of it, sports are even more unfair than the Electoral College. Why should the team with the most points get the entire victory? The Baltimore Ravens scored 35 points in an NFL game last weekend while the Pittsburgh Steelers scored seven. But Baltimore gets credit for all 35 points, and Pittsburgh gets credit for none of its seven. What's Pileggi going to do about that?

Will CNN Debate Be 'Perry vs. Romney Two' or Something Different? (ContributorNetwork)

Almost nobody will watch the CNN/Tea Party Express Republican Debate being broadcast live on CNN tonight. And those who are actually interested will most likely TiVo it or catch the highlights on the news or in their favorite blog -- or wait to see Jon Stewart and Stephen Colbert lampoon for the rest of the week. It is up against the first night of "Monday Night Football." That being said, it does not help that the media is already calling the debate "Perry vs. Romney, Round Two." Why not call it "Two Republicans Split Hairs" and be done with it?

But splitting hairs is not the way most Republican voters will see the debate, regardless if they watch the live broadcast or if they watch it on YouTube or read about it in the Wall Street Journal. They will see a set of candidates that vary on their positions by degrees but where the two most preferred contenders are nearly diametrically opposed (sort of).

Although Texas Gov. Rick Perry and former Massachusetts Gov. Mitt Romney do see eye-to-eye on several subjects (strong defense, limited government, less regulation), they are also quite dissimilar in their views on others. Like health care and Social Security, for instance. And since the debate is being held in Florida, a state with a large retirement (and close to retirement) population, those differences will undoubtedly be highlighted at the debate.

Perry is for the repeal of what the GOP faithful like to call Obamacare. A states' rights advocate, he has likened the Massachusetts health care plan passed during Romney's administration to the national health care reform act passed in 2010. Romney maintains they are different, that he, too, supports state oversight of health care as opposed to federal.

As for the Social Security issue, both men agree the system needs to be revamped for future generations. However, Perry is for at least partial privatization and Romney has attempted to paint him as a candidate who wishes to abolish Social Security altogether or at drastically abolish it as it is currently known, a decided unpopular position.

Perry has countered that that is not true and that he wants a more stable, self-perpetuating system where the individual controls at least part of their retirement funds (although how privatization would ensure stability is anyone's guess). He has labeled it a Ponzi scheme and has pointed to Romney referring to the management of Social Security as criminal.

With the Tea Party Express involved in the debate, there could be a few questions posed to the candidates that are more geared toward the fiscal conservative/less governance stance. If so, the Obamacare and Social Security repeal/revamp/elimination ideas of the candidates might be better extracted, the candidates pressed to express their positions in better detail.

Unless, of course, the contenders prefer to dance around the subject and simply push their talking points (which has become a problem with Michele Bachmann's responses of late), in which case nothing will be gained by the debate and viewers would have been correct in ignoring it or viewing it later (or on "The Daily Show with Jon Stewart").

Regardless, the debate will be parsed ad infinitum, ad nauseum -- until the next debate (Fox News/Google will broadcast a debate from Orlando, Fla., on Sept. 22). Still, hopefully it will not devolve into the disservice that was the coverage of the MSNBC/Politico debate, which fell to simply posting sound bites and reporting on what Perry and Romney said -- even though there were six other candidates on the stage.

If the CNN/Tea Party Express Republican Debate does become "Perry vs. Romney, Round Two," the nation -- whether they watch it (or not) or delay their debate experience in some manner -- should perhaps take it as a cue to simply watch Stewart and Colbert eviscerate the poor coverage on their shows, like Stewart did following the MSNBC/Politico exchange. At least Stewart and Colbert tend to be insightful and entertaining.

Getting online in Idaho is a slow crawl, residents blame bears (Yahoo! News)

Fog and mountains also responsible for woeful rural internet connection speeds

The next time you're lamenting the slow pace of your latest YouTube video download, be glad you don't live in Idaho (and if you do, we're very sorry). The largely rural state's lack of?bandwidth has earned it the dubious distinction of the state with the slowest internet speeds, according to a recent study that clocked the average Idaho download speed at a measly 318kb per second.

The culprit? In some instances, bears. No, really. During one internet outage reported by Idaho resident Barry Ramsay, work crews had to use snowmobiles to get to the towers responsible for carrying his signal. They discovered that bears had been rubbing against the towers, causing the connection problems. Blame is also frequently placed on fog and snow, which can disrupt line of sight between signal towers. The rural, mountainous terrain is a logistical nightmare to connect, with outages frequently occurring in areas that are difficult to get to for repairs.

Given the state's low population density, many?broadband providers simply can't justify the cost of bringing higher connection speeds to the more far-flung areas. Despite the existence of several grant and low-interest loan programs to help communities pay for high-speed infrastructure, the cost is prohibitively expensive for most locales. There are bright spots, though, including the Idaho Education Network, which provides high-speed broadband access to all state high schools.

On the other end of the spectrum, the nation's smallest state clocked the highest connection speeds: Rhode Island came in #1 with 894 kb per second. The Boston suburb of Andover, Massachusetts, earned the title of the city with the fastest internet connection. As a whole, the United States lags well behind most developed nations, ranking at #25, behind such countries as South Korea and Romania.

Perfect Personal Trainer

Years ago, hiring a
personal trainer would have been considered something done by only celebrities
or professional athletes ? not anymore. Now, as more and more individuals seek
guidance with their health and wellness, personal trainers are sought after to
deliver assistance, coaching and instruction. A recent industry-wide survey
conducted by the IDEA Health & Fitness Association, an organization for
fitness professionals, showed that personal trainers provide a wide variety of
clients with an extensive list of services, including nutritional guidance,
fitness assessment, lifestyle management advice, weight control programs and
many more.1 In the quest to hire the perfect personal trainer,
consumers should consider a variety of factors and conduct an interview with
their prospective personal trainer to gain a sense of skills, personality and
overall philosophy before making their decision.

Education and
Certification

As with any
professional service, one of the primary considerations is to determine the
potential practitioner?s education and certification. In the fitness industry,
educational backgrounds may vary, but most reputable certification bodies
require at least a college-level degree. Personal trainers will often possess a
degree in Health & Fitness or Exercise Science/Physiology. In addition to
this college education, a qualified personal trainer will also hold an active
certification from one of the main certifying organizations that are nationally
recognized and accredited by the NCCA (National Commission for Certifying Agencies).
Certification programs that receive NCCA Accreditation
demonstrate compliance with the NCCA?s Standards for the
Accreditation of Certification Programs.2 Some of
these personal training certifications include those from The National
Strength and Conditioning Association, American Council on Exercise, National
Academy of Sports Medicine, and The American College of Sports Medicine.
Maintenance of these certifications requires that the fitness professional
complete continuing education credits annually, helping them stay on the
forefront of new information and methods.

Experience

Even with a
certification, a personal trainer who is new to the field may lack the
practical experience you desire. While the education and certification ensure a
basic level of knowledge, newly certified trainers may not have had time yet to
develop hands-on skills. For generally healthy, beginner exercisers this may be
perfectly fine, but for those with special considerations such as a prior
injury or health condition, greater experience may be needed. Ask your
prospective trainer about their years of experience and particularly about the
success/results they have achieved with clients that held similar goals to your
own. Personal trainers will often have portfolios or client testimonials that
they are happy to share with you.

Personality &
Rapport

The final, and perhaps
the most crucial, element in hiring your perfect personal trainer lies in
establishing a solid rapport. The success of your personal training program
hinges upon the development of an interpersonal relationship with your trainer.
You don?t have to share the same hobbies and interests, but you do want to feel
comfortable with the trainer and feel confident that they will be a good
instructor, listener, and motivator.

Anti Aging | Boomers Will Be ... - lose weight, fitness and health tips

NEW YORK (AP) ? Baby boomers heading into what used to be called retirement age are providing a 70 million-member strong market for legions of companies, entrepreneurs and cosmetic surgeons eager to capitalize on their ?forever young? mindset, whether it?s through wrinkle creams, face-lifts or workout regimens.

It adds up to potential bonanza. The market research firm Global Industry Analysts projects that a boomer-fueled consumer base, ?seeking to keep the dreaded signs of aging at bay,? will push the U.S. market for anti-aging products from about $80 billion now to more than $114 billion by 2015.

The boomers, who grew up in a culture glamorizing youth, face an array of choices as to whether and how to be a part of that market.

Anti-aging enthusiasts contend that life spans can be prolonged through interventions such as hormone replacement therapy and dietary supplements. Critics, including much of the medical establishment, say many anti-aging interventions are ineffective or harmful.

From mainstream organizations such as the National Institute on Aging, the general advice is to be a skeptical consumer on guard for possible scams involving purported anti-aging products.

?Our culture places great value on staying young, but aging is normal,? the institute says. ?Despite claims about pills or treatments that lead to endless youth, no treatments have been proven to slow or reverse the aging process.?

Its advice for aging well is basic: Eat a healthy diet, exercise regularly, don?t smoke.

?If someone is promising you today that you can slow, stop or reverse aging, they?re likely trying hard to separate you from your money,? said S. Jay Olshansky, a professor at the University of Illinois-Chicago?s School of Public Health who has written extensively about aging.

?It?s always the same message: ?Aging is your fault and we?ve got the cure,?? Olshansky said. ?Invest in yourself, in the simple things we know work. Get a good pair of running or walking shoes and a health club membership, and eat more fruits and vegetables.?

But such advice hasn?t curtailed the demand for anti-aging products, including many with hefty price tags that aren?t covered by health insurance. These include cosmetic surgery procedures at $10,000 or more, human growth hormone treatment at $15,000 per year and a skin-care product called Peau Magnifique that costs $1,500 for a 28-day supply.

Another challenge for consumers is that many dietary supplements and cosmetics, unlike prescription drugs and over-the-counter medicines, aren?t required to undergo government testing or review before they are marketed. The Food and Drug Administration and the Federal Trade Commission do crack down at times on egregiously false anti-aging claims, but generally there?s little protection for people who don?t get hoped-for results.

Mary Engle, director of the FTC?s division of advertising practices, said her agency focuses on the cases that could cause serious harm, such as bogus cancer treatments that might prompt an ill person to forgo proper care.

She said the agency lacks the resources to crack down comprehensively on ads with exaggerated claims that exploit customers? hopes for better looks or more energy.

?Often it doesn?t rise to the level of fraud,? she said. ?There are so many problematic ads out there and we really have to pick and choose what we focus on.?

In contrast to the caution of mainstream organizations, there are many vocal promoters of anti-aging products and procedures, including the American Academy of Anti-Aging Medicine. It hosts annual conferences in the U.S. and abroad, and claims 22,000 members, mostly physicians.

In its mission statement, the academy says the disabilities associated with normal aging ?are caused by physiological dysfunction which in many cases are ameliorable to medical treatment, such that the human life span can be increased.?

One of the academy?s co-founders is Robert Goldman, a doctor of osteopathic medicine. He contends that much of the resistance to the anti-aging movement comes from sectors of the health and pharmaceutical industries that feel threatened financially ? for example by the surging use of over-the-counter nutritional supplements.

?It all has to do with who?s controlling the dollars,? he said.

Though many anti-aging interventions are expensive, Goldman said people on tight budgets still can take useful steps such as drinking purified water, taking vitamins and using sun screen.

?People should be healthy and strong well into 100 to 120 years of age,? Goldman says in a biographical video. ?That?s what?s really exciting ? to live in a time period when the impossible is truly possible.?

Olshansky, who over the years has been among Goldman?s harshest critics, believes there will be scientific breakthroughs eventually, perhaps based on studies of the genes of long-lived people, that will help slow the rate of aging.

In the meantime, Olshansky says, ?I understand the need for personal freedom, the freedom to make bad decisions.?

A look at some of the major sectors in the anti-aging industry:

Hormone replacement therapy:

Numerous companies and clinics promote hormone replacement drugs, including testosterone for men and custom-mixed ?bioidentical? hormones for women, as a way to slow the aging process.

Many consumers have seen ads featuring muscle-bound Dr. Jeffry Life, now 72. He used testosterone and human growth hormone in his own bodybuilding regimen and recommends hormonal therapy for some of the patients patronizing his age-management practice in Las Vegas.

The FDA has approved hormone replacement drugs for some specific purposes related to diseases and deficiencies, but not to combat aging.

?Finding a ?fountain of youth? is a captivating story,? says the National Institute on Aging. ?The truth is that, to date, no research has shown that hormone replacement drugs add years to life or prevent age-related frailty.?

Dr. Evan Hadley, director of the institute?s Division of Geriatrics, says hormone replacement drugs can have harmful side effects. He said there is a need for more research, such as an institute study of testosterone therapy, to identify the potential risks and benefits.

?There is indeed potential that people can be healthier in old age,? Hadley said. ?But it still requires evidence about what?s going to help and what?s not.?

Hormone drugs can be expensive. HGH shots can cost more than $15,000 a year, according to the institute. A hormone-based dietary supplement known as DHEA (dehydroepiandrosterone), a precursor of estrogen and testosterone, is marketed online for $12.95 per capsule by Utah-based NutraScriptives.

Some proponents say over-the-counter DHEA supplements can improve energy and strength, boost immunity and decrease fat. The institute says there?s no conclusive scientific evidence of any such benefits.

Life says he?s a staunch advocate of exercise and healthy eating, but insists that hormone replacement therapy, under a doctor?s supervision, is a crucial addition for some men, and that includes him.

?There?s no way I could look and feel the way I do if all I had done the last 13 years was exercise and eat right,? he said. ?Even if you do everything right, if you have a deficiency in testosterone, you will lose the fight.?

Life acknowledged that the cost of testosterone replacement, probably more than $5,000 year and not covered by insurance, could be daunting for some. But he contends the investment pays off in more vitality.

?It?s hard to put on price on good health,? he says.

Cosmetic Surgery:

According to the American Society of Plastic Surgeons, there were 13.1 million cosmetic plastic surgery procedures performed in the U.S. in 2010, a 77 percent increase over a decade.

One notable trend is increased preference for less invasive procedures that enable patients to get back to work and social settings without a long leave of absence.

The most popular of these is treatment with the wrinkle-smoothing drugs Botox or Dysport. They account for 5.4 million procedures, averaging about $400 per treatment. Other popular noninvasive procedures include soft-tissue facial fillers, chemical peels and microdermabrasion.

More invasive procedures come at a higher price. Face-lifts can run from $6,000 to $15,000; the plastic surgeons? academy reported performing 112,000 of them in 2010.

Dr. Peter Schmid, who runs a cosmetic surgery practice in Longmont, Colo., says his field is flourishing because of evolving attitudes among appearance-conscious boomers. A recent Associated Press-LifeGoesStrong.com poll found that 1 in 5 boomers either have had or would consider cosmetic surgery.

?Cosmetic surgery has become table talk at home. There?s a lot of satisfaction and acceptance from people who?ve had it, friend to friend, word of mouth,? Schmid said.

While the noninvasive procedures cost less than a face-lift, the effects won?t last as long and repeat treatments might be needed several times a year, Schmid said. He advised patients to calculate carefully which type of procedure makes the most sense for them financially.

Schmid, who is on the board of the American Academy of Cosmetic Surgery, cautioned against any rush to try new procedures that get a burst of publicity.

?There?s a certain vulnerability because everybody?s looking for that quick fix, that fountain of youth,? he said. ?Many people will shop emotionally instead of objectively, before something has been tried and tested.?

Some critics of the anti-aging industry are supportive of cosmetic surgery, provided the patient can comfortably afford it.

Professor Robert Binstock, an expert on aging at Case Western Reserve University?s School of Medicine, told of a recently widowed friend whose spirits lifted after getting the bags under her eyes removed. ?If you feel better looking in the mirror in the morning, fine,? he said. ?I have no objection to people being narcissistic.?

Skin care:

One of the industry?s booming sectors is anti-aging skin care, featuring wrinkle creams and facial serums. By some estimates, the U.S. market for cosmeceutical products ? cosmetics with medicine-based ingredients ? is approaching $20 billion a year.

The FDA, which oversees cosmetic safety and labeling, doesn?t require manufacturers to prove the effectiveness of cosmetic products before they go on sale, and many ads make claims which critics say are exaggerated or unverifiable. The American Academy of Dermatology recommends consulting a dermatologist on what skin care products have been proved safe and effective in human studies.

Consumer Reports has ventured into the realm of anti-aging cosmetics several times recently, using high-tech optical devices and other scientific methods to assess the products.

Last year, the magazine tested nine face serums, available at drug stores for prices ranging from $20 to $65 and all claiming to reduce wrinkles.

?After six weeks of use, the effectiveness of even the best products was limited and varied from subject to subject,? according to the review. ?When we did see wrinkle reductions, they were at best slight, and they fell short of the miracles that manufacturers seemed to imply on product labels.?

Earlier, the magazine tested wrinkle creams.

?Even the best performers reduced the average depth of wrinkles by less than 10 percent, a magnitude of change that was, alas, barely visible to the naked eye,? it said.

Its top-rated product, Olay Regenerist, cost about $19 at the time of the testing. La Prairie Cellular, the most expensive at $335, was rated among the least effective.

Similar conclusions were reached in testing 16 over-the-counter eye creams.

?Even among the best-performing products, wrinkle reduction around the eyes was generally pretty subtle,? the magazine said. ?After six weeks of daily use, none came close to eliminating wrinkles.?

It said the most expensive, Perricone MD at $95 a jar, was no better than cheaper drugstore brands.

One recent development in anti-aging skin care is the use of stem cell technology. ReVive?s expensive Peau Magnifique is among the new products, claiming to ?recruit adult stem cells into brand new stem cells.?

Neither Consumer Reports nor the FDA has conducted any specific assessment of Peau Magnifique?s effectiveness. On a Web site called Makeupalley.com , some customer reviews raved about it; others trashed it as a waste of money.

Frustration grows for Texas wildfire evacuees (AP)

BASTROP, Texas ? Residents left homeless by a massive Central Texas wildfire turned their attention Friday to what they need to move forward, with some voicing frustration over a perceived delay in federal response even as early signs of recovery appeared in reopened neighborhoods.

Firefighters focused on extinguishing hotspots and had isolated remaining flames from the blaze that has burned for almost a week in and around the city of Bastrop, destroying nearly 1,400 homes and sweeping across about 45 square miles of rain-starved landscape.

"We believe the forward progress (of the fire) has been stopped, thank God for that," Lt. Gov. David Dewhurst told evacuated residents gathered at the fire command center.

Still, thousands of evacuees were prevented from returning to their homes for a sixth day because trees continued to burn underground, loose power lines hung from scorched poles and more than 800 firefighters were working to tamp down the remainder of the fire 25 miles east of Austin.

"It's just really frustrating," said Dee Redenius, 40, who came to the fire command center for answers. "You want to know if your house is there or if it's not. ... They don't let you in, you know. You can't get assistance."

Dewhurst said the state is working with the Federal Emergency Management Agency and state emergency management personnel on specific fire declarations. FEMA spokeswoman Rachel Racusen said on Friday the agency "received the first request from the governor for individual aid to help Texas residents whose homes were damaged or destroyed in the fires, or who suffered other personal losses."

She said FEMA would "work with the White House to review this request as expeditiously as possible."

Dewhurst also made a public plea for President Barack Obama to make a major disaster declaration that he said would remove red tape and give the state access to more resources. Hours later, White House officials announced that Obama had signed a declaration declaring a major disaster exists in Texas.

The move allows federal funding to be made available to individuals in Bastrop County. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs.

"We need help yesterday ... Mr. President, we need a statewide disaster declaration right away," Dewhurst said prior to Obama's declaration.

Texas is in the midst of its worst wildfire outbreak in state history. A perilous mix of hot temperatures, strong winds and a historic drought spawned the Bastrop-area fire, the largest of the nearly 190 wildfires the state forest service says erupted this week, killing four people, destroying more than 1,700 homes and forcing thousands to evacuate.

The Texas Forest Service said Friday that the Bastrop fire had racked up a bill of at least $1.2 million so far. But the agency cautioned the figure was an early estimate and was expected to climb. The early price tag includes firefighting costs but not damage caused by the blaze.

A DC-10 jet originally meant to dump fire retardant on the Central Texas wildfires was diverted Friday to help firefighters with a stubborn 22,000-acre blaze straddling three rural counties northwest of Houston. The fire in Montgomery, Grimes and Waller counties forced some people in the area to leave their homes, but was not threatening any towns or cities, Texas Forest Service spokesman Ralph Collum said.

In Bastrop, tables set up at the entrance to a neighborhood that had reopened a day earlier filled up with donated clothing and toiletries. A first aid station was assembled and streets began to buzz with tree-trimming crews and building contractors.

Officials also announced that schools would reopen Monday. But Bastrop Independent School District superintendent Steve Murray said, "We anticipate the homeless student count in Bastrop ISD to triple, quadruple or even more."

To deal with that, school officials were developing plans to pick up students at hotels, shelters and other locations.

Monica Turner, 34, was growing more frustrated every day. She had seen photographs of her family's house in ashes.

"We have pictures, but pictures don't do any good when you need to have closure and you need to see it face to face," she said. "I need to have that closure so that I can go and move on."

(AP) ? The 40 passengers and crew who fought back against their hijackers aboard Flight 93 on Sept. 11, 2001, performed one of the most courageous acts in U.S. history, former President George W. Bush said Saturday at a ceremony dedicating the first phase of a memorial at the nation's newest national park.

The two-hour ceremony also kicked off a bipartisan effort conceived backstage to raise about $10 million to finish the memorial's first phase and maintain it in the future.

The hijackers likely intended to crash the plane into the U.S. Capitol in Washington, D.C., where the House and Senate were both in session, said Jon Jarvis, director of the National Park Service. But the plane "never made it because of the determination and valor of the passengers and crew of Flight 93, that plane crashed in this field, less than 20 minutes by air" from the target, Jarvis said.

Bush said the storming of the cockpit "ranks among the most courageous acts in American history."

Former President Bill Clinton likened the actions of those aboard Flight 93 to the defenders of the Alamo in Texas or the Spartans at the Battle of Thermopylae some 2,500 years ago who knew they were going to die. But Flight 93 was "something different" because those past heroes were "soldiers. They knew what they had to do."

The passengers and crew were, by contrast, "ordinary people given no time at all to decide, and they did the right thing. And 2,500 years from now, I hope and pray to God that people will still remember this," Clinton said.

"They gave the entire country an incalculable gift: They saved the capital from attack," Clinton said, along with an untold number of lives and denied al-Qaida the symbolic victory of "smashing the center of American government."

Clinton, a Democrat, pledged to work with House Speaker John Boehner, R-Ohio, on a bipartisan effort to fund the remainder of the memorial, a promise that caused Calvin Wilson, brother-in-law of co-pilot LeRoy Homer, to burst into tears after the ceremony.

"I can't put that into words. But to ... have the people whose lives were saved recognize that, that was extremely important," Wilson said, as sobs choked off his words.

U.S. Sen. Bob Casey, D-Pa. said it's possible the bipartisan support could result in special legislation to fund the memorial, though Neil Mulholland, president and chief executive officer of the National Parks Foundation, said it's more likely the effort will result in an influx of money from corporations and other private sources to finish the memorial and then, hopefully, create an endowment to sustain it.

"Today we got a huge lift," Mulholland said of the agreement he said was struck backstage by Clinton, Bush, Boehner, Vice President Joe Biden and Interior Secretary Ken Salazar.

The National Park Foundation, the park service's fundraising arm, also announced a $2 million matching grant to spur donations.

The remarks by Bush and Clinton, in particular, drew standing ovations and loud cheers from the ceremony, which drew about 5,000 people: 4,000 invited guests including the crash victims' families, and about 1,000 other people who sat or stood on the surrounding grounds.

Biden, on hand to unveil the Wall of Names at the memorial ? a set of 40 marble slabs, each inscribed with the name of a passenger or crew member who died ? said those victims quickly realized they were involved in more than a hijacking, but rather the opening battle of a new war. Biden said the "citizen patriots" echoed the sentiments of Revolutionary War Capt. John Parker who said in April 1775 that if war is what they want, "then let it begin here."

Bush also seized on the citizen patriot theme, referring to the group's decision to hold a vote to decide to try to overpower the hijackers.

"The moment America's democracy was under attack our citizens defied their captors by holding a vote," he said. "The choice they made would cost them their lives."

The Rev. Daniel Coughlin, who was the U.S. House chaplain at the time of the attacks, gave the invocation and called the sacrifices made by the passengers and crew "willing seed for freedom's harvest."

Coughlin's invocation was followed by a long moment of silence as the U.S. flag was brought in, then a singing of "The Star-Spangled Banner." The names of the victims were also read as bells tolled, and Grammy Award-winning musician Sarah McLachlan performed the song, "I Will Remember You."

Ahead of the dedication, crowds getting there were slowed by weather-related traffic jams as heavy overnight rains turned temporary parking facilities into mud bogs, and tight security rules but remained undeterred.

Among them was Butch Stevens, 69, of Carlyle, Ill., who stopped on his way back from a visit to Washington, D.C.

Stevens said he had no connection to anyone aboard the flight, except, as he said, as an American.

"This kind of makes you realize where you live," Stevens said.

Gordon Felt, president of the Families of Flight 93, whose brother Edward participated in the revolt by passengers and crew, afterward called the memorial, "a huge accomplishment. It's one that brings so much comfort to the families knowing, finally, that the sacred ground, the site where the flight came down and our loved ones rest in perpetuity, is finally protected and under the stewardship and care of the National Park Service."
